The following information comprises the agenda for the regular meeting of the Banning City Council, a joint meeting of the City Council and Banning Utility Authority, and the Banning City Council sitting in its capacity as the Banning Successor Agency Board.

Per the City of Banning Manual of Procedural Guidelines, matters taken up by the Council before 10 p.m. may be concluded, but no new matters shall be taken up except upon a majority vote of the council members present and voting. Such an extension shall only be valid for one hour and each hour thereafter shall require a renewed action for the meeting to continue.

Staff recommends that the City Council:

  1. Approve the Small Business Month Proclamation for May 2026; and
  2. Receive and file the recognition of Black Diamond Event Planning DBA Elegant Affair Wedding Venue.

Mayor Richard Royce will present the proclamation and recognition at the May 12, 2026 City Council meeting.

Consideration of Resolution 2026-44, A Resolution of the City Council of the City of Banning, California, reprogramming approved Community Development Block Grant (CDBG) Funds in the amount of $43,144 from FY 2024-25 - Banning Senior Center ADA Improvement Project to CDBG FY 25-26 - Banning Senior Center ADA Improvement Project #2 ($148,144)

Make a Determination of Exemption Under the California Environmental Quality Act and Consideration of Resolution 2026-69, Establishing Fiscal Year 2026/2027 Rates for Residential and Commercial Garbage, Recyclable and Organic Waste Collection.

Make a Determination of Exemption Under the California Environmental Quality Act and Consideration of Resolution 2026-70, Receiving a Report in Connection with the proposed Collection on the 2026-27 Riverside County Property Tax Roll of Delinquent Solid Waste Service Charges for Single-Family and Multi-Family Accounts for Calendar Year 2025, Setting a Public Hearing on the Report.

Lamar Billboard – Agreement Overview and Selection of City Advertisement Rendering

 
Recommendation:

Receive and file the overview of the Lamar billboard agreement and provide staff with direction by selecting a preferred advertisement rendering (Attachment A, B, or C) for display on the City of Banning Lamar billboard.

Additionally, provide any desired feedback or modifications to the selected design.

Upon City Council selection, staff will:

  • Finalize the selected design incorporating any Council feedback;
  • Coordinate with Lamar Advertising for production and installation; and
  • Schedule the advertisement update in accordance with the agreement’s annual no-cost change provision.

Discussion and direction to staff on a draft Social Media Policy

 
Recommendation:

Discuss the draft social media policy as presented and provide direction to staff on any changes to the policy.
